Factors Affecting Alleviation of Welfare Blind Spots: Focused on the Differences Between Welfare Hub Models

Abstract
The purpose of this study was to explore and investigate factors affecting community welfare services focusing on alleviating welfare blind spots. Using a sample of 1,871 welfare hubs in Korea, cross-sectional data collected by the Ministry of Health and Welfare were studied. Descriptive analyses were conducted to describe the current welfare administration and activities in welfare hubs. Bivariate analyses such as chi-square and t-test were conducted to examine the differences between models of welfare hub. As a primary analysis, negative binomial regression was employed to investigate the factors affecting alleviation of welfare blind spots. The findings highlight the importance of the number of civil servants specialized in social welfare and the level of resident participation in a community for alleviating welfare spots and strengthen community welfare. Implications for policy and social service for community were discussed.
